		<description>An Indirect Strategy for Developing California Nuclear Power:

1) The Hon. Chuck DeVore should introduce ABs (Assembly Bills) mandating that the
California auto fleet be 10% plug-in hybrids by 2015, 20% by 2020, and 30% by 2030,
&#38; 50% by 2050.  This bill would presumeably be favorably viewed by the State Assembly
&#38; Senate.

2) The resultant increase in plug-in hybrids would greatly increase the demand for
electrical power in the state.  This would drive up electricty costs to the consumer,
to the 20-30 cents /KWH range in the near-term..  Imports of electricty to the state would
generate a construction boom for electric generating plants in California, and in the
surrounding states.

3) Current and future state law would mandate that all or part of this increased
electric generating capacity would not contribute to global warming, i.e. climate
change, gases.  I.E. we would not buy imported electricy from fossil fuel plants.
This would be follow-on ABs.

4) Solar and wind could not be able to provide this increased capacity, &#38; / or
their construction costs /KW would be excessive.

5) Checkmate: The only remaining option is more nuclear plants, either in California, or
in the surrounding states.

Whereas oil passed $126 / barrel, and is heading for $200, and
Whereas the State Assembyl Natural Resources Committee killed AB 1776 &#38; AB 2788, and
Whereas the US has no sensible and rational energy policy, and
Whereas California continues to pursue the "moonshine" of solar &#38; wind power, and
Whereas China is busily building 3rd generation nuclear power plants, and
Whereas we shall not, being forbidden, then

Therefore be it resolved that the Hon. Chuck DeVore propose a new AB, as follows:

1) The Great State of California shall immediately and forewith, to reduce gasoline
consumption in this state, become the "world superpower" in Rickshaw Technology",

2) We will build a massive Rickshaw manufacturing infrastructure, with the technical
&#38; benificent assistance of the great nation of China, in training our Rickshaw
manufacturing personnel,

4) In return, we will provide cheap coolie labor nuclear engineers, such as myself, to the
great nation of China, in their nuclear construction projects,

5) Since we also cannot manufacture steel for the Rickshaws in this state, this steel
will be imported from India,

So be it resolved in the Ming Dynasty* of California, this Heretic 9th Day of May of 2008.

* Which beheaded sea-going captains, navigators and navigation teachers, so as to
avoid contact with the outside world.
