Watch Assemblyman Chuck DeVore's clear warning on the Assembly floor during debate on the 2006-07 state budget that California was headed for a big deficit in July 2006, a full 18 months ahead of the "Fiscal Emergency" declared by Gov. Schwarzenegger. Assemblyman DeVore voted "no" on the budget, saying, "I am very concerned. If you look at the economic indicators… the housing market… …mark my words: We are going to have some very, very painful budgetary decisions to make next year. A little bit more restraint this year will mean a lot more enjoyable budget time next year… …we're going to end up with a (budget) that many of us will wish we had worked a little bit harder on this year." California faces a huge $14 billion deficit because the Gov. Schwarzenegger and the Democrats did not set aside enough money while revenue was much higher than expected in the last three years.
